INTRODUCTION

 

The following rules shall be used as a guide to govern all events in the New York Police & Fire Games, and shall supersede all other rules. These rules are subject to change. Any disputes or questions not covered by these rules will be considered by the Board of Directors of New York Law Enforcement Association, Inc. (hereby referred to as NYLEA) or by an appointed rules committee. These rules are subject to the interpretation of, and changes to them will be made at the discretion of NYLEA. Decisions of the Board of Directors or rules committee shall be final.

 

The purpose of this rulebook is to simplify and expedite our competition for the benefit of all competitors.

 

GENERAL RULES

1. AGE DIVISIONS:

Open-under 30 years of age                                            Golden Master-40 to 44 years of age

Senior-30 to 34 years of age                                          Super Master-45 to 49 years of age

Master-35 to 39 years of age                                         Ultra Master-50 to 54 years of age

                                                                                           Platinum- 55 years and over

 

2. RULES RELATING TO AGE:

 

1. At the beginning of an event, if 8 or more Platinum competitors are present and 4 or more are 60 years of age or older, an additional older age group will be added at the event site.

2. Age is determined as of the first day of your competition.

3. Team members will compete at the age of the youngest team member.

4. A competitor may only enter one age category in an event and may only have one partner in each sport.

5. If the Code Sheet does not list age categories (e.g.: Senior, Master, etc.) for an event, that event is an OPEN event and will not be contested by age.

 

3. APPLICATIONS:

Each participant or team member must submit a completed application with signed release. "John Doe" entries will not be accepted.

 

4. AGENCIES ELIGIBLE:

Eligible agencies must be specifically approved by NYLEA. NYLEA may approve additional agencies, job descriptions and individuals. Full time officers employed by the following agencies are eligible to compete in the New York Police & Fire Games: and any other agencies or individuals specifically approved by N.Y.L.E.A.

Volunteer Firemen      District Attorneys         

Police or Fire Cadets or Interns

Auxiliary Police                 Pre-employment Police of Fire Science Students

Police Reserves              Security Services

Special Patrolmen        Civilian employees of eligible agencies

 

5. GENERAL ELIGIBILITY:

1. Competitors must be publicly employed or honorably retired as a Police/Peace Officer or Firefighter prior to the first day of competition.

2. Coaches are eligible to receive medals, provided their application is submitted and entry fee paid.

3. Civilian departmental employees may not compete.

4. Military personnel must be assigned a primary military occupational specialty (M.O.S.) or skill designator as law enforcement/firefighter personnel. This includes military police, security police, master-at-arms, criminal investigator, or special events and Coast Guard personnel assigned to duties in a law enforcement/firefighter capacity. Military personnel must be assigned to their law enforcement/firefighter unit for at least 180 days prior to competition.

5. A break in service of fourteen (14) days will be allowed. This shall not apply to officers who have been temporarily removed from active service, for a period not to exceed one year, due to fiscal crisis within their agency. Officers must be reinstated to active service prior to commencement of the New York Police & Fire Games.

 

6. COMBINING OF DEPARTMENTS:

¥ Police and Firefighters may not compete on the same team.

¥ Competitors combining to form teams (including doubles) must be from agencies that are either all Police or all Fire.

¥ If an agency enters a team, competitors from that agency may not combine with another agency to form additional team(s).

¥ In any other team or doubles event, competitors from agencies with less than 200 sworn personnel may combine with any other agency in their respective county.

*NOTE: Female officers, from other than New York City PD, who are unable to form a team may combine with officers from Departments within their county or a contiguous county.

¥ If a team plays with an ineligible competitor, that team will forfeit the game(s) played and be disqualified from the competition.

 

**RETIRED: Retired Law Enforcement Officers/Firefighters, living within New York State, but outside of their area of employment, may compete as a member of a team representing their current county of residence or with his/her                        original employer (but not both). A valid drivers license is required to verify their place of residence. Applies to all events.

 

7. MAXIMUM NUMBER OF TEAMS PER DEPARTMENT:

There are no limits as to the number of teams that may be entered from any department, unless otherwise noted.

 

8. MAXIMUM NUMBER OF TEAM MEMBERS PER TEAM:

Soccer:                     Twenty (20) players plus one non-playing coach.

Coaches- non-playing coaches are not eligible to receive medals unless they submit an entry form and pay entry fees.

 

9. COMPLIANCE WITH MAXIMUM ENTRIES PER TEAM:

If the number of competitors from one team is challenged at any time, competitors from that team in excess of the set limits will be disqualified from the event. If the team captain is not available to align his team

within mandated limits the official at the site will disqualify the excess entrants by mutual agreement with the challenged entrants. If mutual agreement cannot be reached, officials at the site will make the final decision.

 

10. MAXIMUM NUMBER OF COMPETITORS FROM EACH DEPARTMENT:

There are no limits as to the number of competitors who may compete from any department, in any sport, unless otherwise stated in the sport rules, application or NYLEA media releases.

 

11. MAXIMUM NUMBER OF EVENTS PER COMPETITOR:

None

 

12. MINIMUM NUMBER OF COMPETITORS REQUIRED TO HOLD AN EVENT:

Any sport, event, class or division which has fewer than three (3) entrants registered at the time of the entry deadline, will not be held.

Exceptions:

1.      Age Divisions; in sports with age divisions where there are too few entrants in older divisions, entrants will be shifted to a younger age group.

2.      If 3 or more competitors are preregistered in an event, competition will be staged and medals will be awarded, regardless of the number of competitors present at the start of the event.

 

13 WEIGHT SPORTS: VOID

 

14. COMPETING ON TWO TEAMS PROHIBITED:

Competitors may be members of only one team in a sport.

 

15. SUBSTITUTIONS:

1. Substitutions will not be made in individual events.

2. Substitutes for competitors who cannot compete must be registered at the Games Command Post.

3. The Department Coordinator or team captain must make substitutions. A completed entry form, signed waiver and additional fees, if required, must be submitted to the command post for each substitute.

4. All substitutes must meet the same requirements as the original entrants.

5. Once competition has commenced in an event, substitutions cannot be made.

 

16. DEPARTMENT COORDINATORS:

Each agency may designate one of its members to select and coordinate it's team within the prescribed rules of competition. It is the responsibility of the department coordinator to ensure that all applications are properly

completed and the release of liability signed prior to submission to NYLEA. Required proof of age, department status, team eligibility etc., is the responsibility of the department coordinator. All agency entry fees are to be paid to NYLEA.

 

17. METHOD OF PAYMENT:

Entry fees must be paid by certified bank check or money order. Any other form of payment will be returned to the competitor along with the application.

 

18. REGISTRATION:

Prior to competition, each competitor must report in person to the Games Command Post and register by identifying themselves with their law enforcement or firefighter photo identification card and shield. Competitors

will then sign in at the event site before competing. Competitors who do not sign in at the Command Post prior to participation are ineligible to compete. If a team plays with an ineligible competitor, that team will forfeit the game(s) played and be disqualified. Registration packet and complimentary items (if any) can only be picked up by the individual registered competitor.

 

19. WOMEN'S EVENTS:

Women may compete with men in all events that do not have specific categories for women.

 

20. COMPETING IN TWO AGE GROUPS:

Competitors may enter only one age category in any event. Competitors may not compete in two age groups in the same event, e.g. open golf and senior golf.

 

21. PROTESTS:

Protests pertaining to matters, which occur during an event, must be immediately brought to the attention of the event coordinator at the event site. The official will make a ruling using New York Law Enforcement Games

rules and the rules of the sports governing body i.e., T.A.C., N.R.A., A.B.C. etc. Note: New York Law Enforcement Games rules supersede any other governing body. If protest requires additional investigation and the situation so allows, the competitor will be allowed to compete under protest until such time as a determination is made. If awards are affected, no medals will be awarded until a final determination has been made. Protests against officials' decisions or against what is believed to be an improper situation must be made through department coordinators who will in turn refer such protests to the Board of Directors or its' designee for a ruling. The protest must be lodged with The Board of Directors at the designated command post within one hour of the protested incident. The protest must be followed up in writing within 4 hours, if so requested by N.Y.L.E.A.

 

22. COMPETITORS REQUEST FOR CHANGES AT EVENT SITE PROHIBITED:

Competitors shall not add events/classes or change age divisions that were not officially scheduled.

 

23. SIGN UP AT EVENT SITE PROHIBITED:

All competitors must be pre-registered, without exception (see #18 REGISTRATION).

 

24. FORFEITS:

Forfeit times will be adhered to as per the governing or ruling body, e.g., T.A.C., A.B.C., etc. An athlete may enter as many different sports as he/she may so desire, however, the athlete is responsible for being on time at the designated competition site prior to the commencement of competition or suffer disqualification. Compliance with this section is required to allow coordinators to expedite the competition with a minimum of inconvenience to

the majority of the competitors.

 

25. UNIFORMS:

Sports apparel must be clean and designed and worn so as not to make an indecent display of the competitors person. It shall be the duty of the official at the sport site to determine if each competitor is properly attired for their given event.

 

26. OUT OF STATE COMPETITORS-RESTRICTED SPORTS:

No restrictions.                 

 

27. AWARDS

Medals will be awarded to the first three finishers in each event. A gold medal will be awarded for first place, a silver medal for second place and a bronze medal for third place. In the event of ties only three medals will be

awarded. For example, if two people tie for first place, the two that tied for first place will receive gold medals and the third finisher will receive a bronze medal. If two people tie for second place, there will be no bronze

medal awarded.

TEAM ROSTER- Team roster must be submitted with applications.

 

NOTE: All "A" & "B" bowlers must present a letter, on local bowling association letterhead, containing the following: Association secretary phone#, League bowled in and number of games bowled (must be at least 21

games), highest average at end of season, in the year of competition.

Competitors who do not have this letter with them will be subject to

forfeiture of medal/s. Any competitor who misrepresents his/her average will

be subject to ban from future competitions.

 

*Competitors who win an "A" or "B" Gold medal two years in a row must bowl

in the next higher division the following year.

*The sport coordinator will interpret all rules.

*All competition is scratch (no handicap).

*Each bowler shall bowl five (5) games in each event.

*All Events medals will be awarded based on the total of the 15 games bowled

in the singles, doubles and team events.

*Bowlers will move to the next pair of lanes at the end of each game.

*There shall be no blind scores. A person must bowl to receive a score.

*Late arrivals may not make up missed frames, but will receive a score of

zero (0) for each missed frame.

*All bowlers may participate in all four events within their class.

*Bowlers will pay lineage (the cost of bowling)

 

NOTE: Due to the large number of bowling competitors, it may be necessary

to schedule more than one shift of bowling.

All golfers must enter singles event even if they only want to compete in the doubles event. The last three digits of the event codes (152 singles & 003 doubles) represents three days greens fee, cart fees, and lunch. The $155 is payable in advance.

UNISEX EVENT

 

AGE GROUPS- Golfers must play in their own age group (exception: if an older

competitor teams with someone in a younger age group the team must compete

in the younger doubles category)

 

TEAM ROSTER- Doubles teams must be declared on applications prior to

competition.

 

TEES: Ultra Master will hit from white tees. All others will hit from blue

tees.

                        Exception: If an Ultra Master or Platinum competitor teams up in

doubles with someone in a younger age group, that Ultra Master/Platinum will

be competing in the younger age group and must hit from the blue tees

(General Rules 2.4)

 

SCORING:

SINGLES=Aggregate score.

DOUBLES=Best ball.

This is a three day, 54 hole event.

PISTOL

RULES: Unless otherwise stated herein or by the Match DirectorÕs bulletin the NRA Police Pistol Combat rules will govern these matches. (Competitors are responsible for being familiar with these rules).

 

CLASSIFICATION: NRA classification cards must be presented at registration. (High Master, Master, Expert, Sharpshooter, Marksman, Classified and Unclassified). Anyone without a valid card will compete in the High Master class unless there are 10 competitors or more, an unclassified class will be formed. Competitors who hold Conventional Pistol classification cards will compete in their appropriate class. Competitors who hold both a classification in revolver and semi-auto combat pistol will compete in the NRA classification of the weapon you are competing with. To be classed in a different classification for semi-automatic your NRA classification card MUST be presented showing your current classification. If a current classification card is not presented then you will compete in your revolver classification. Competitors may request to compete in a higher classification than they are currently classed but no higher then one classification upward. This request must be made in the Statistical Officer prior to your first official fired shot. Keep in mind; should you make this request, you will remain in this class for the entire games (including team match designations). If there are any questions on classifications please e-mail or call and IÕll explain.

 

AWARDS: Medals will be presented at an award ceremony after the firing day. (Approximate time TBA). There will be an open award (1st, 2nd, & 3rd) in each event as well as 1st, 2nd, and 3rd in each class. With the new event of Semi-Automatic 1500 there will be a special ÒTOP PPC SHOOTERÓ medal aggregate award (1st, 2nd, and 3rd) combined revolver and semi-automatic score. There will also be a special ÒTOP GUNÓ aggregate medal to the top three shooters in the overall five pistol events.

 

TARGETS: Targets for all matches will be the B-27E targets. Except in conventional pistol which are the B8 (P) & B16 (P) targets.

 

SCORING: All scoring will be done on the line except for each 1500, which will be scored off the line.

 

BARRICADE RULE: Police standing with support- Standing behind a barricade. Both feet must be behind the line (which is real or imaginary) extending from the firing line to the rear on the exposed or shooting side of the barricade- gun must be held with the left hand and only the left trigger finger may be in the trigger guard. Right hand barricade- gun must be held with the right hand and only the right trigger finger may be in the trigger guard. The other hand may support shooting hand or gun. The test will be: if the support hand is removed, the revolver can still be fired.

 

POLICE PRONE RULE: Body extended on the ground parallel to the line of sight, head toward the target. ÒRoll-over prone position may be used as long as the body is extended on the ground generally parallel to the line of sight and the position does not interfere with another competitor. The revolver (or pistol) may not touch the ground, but may be supported by one or both hands which may touch the ground, and which are extended toward the target. The competitor assumes the prone position from the sitting and the revolver (or pistol) must remain pointed Òdown rangeÓ during the process of changing positions.

 

POLICE KNEELING WITH COVER AND SUPPORT: No part of the shooters body may extend past the limit line

(which is either real or imaginary) in the following matches: 1500, Service Revolver, and the Service Semi-Automatic Matches.

 

TEAM ENTRY: Team entry forms with scorecards will be given out at registration. Team entry forms must be turned in prior to the first team member firing. In the service Weapon teams will be made up of 2 or 4 members, but you will not be allowed to compete in both. Conventional Pistol (Bullseye), Revolver 1500, Semi-Automatic 1500, and Olympic Speed Challenge there will only be two competitor teams. All team members must be from the same department except that: shooters from a department with less than 200 officers may team up with a shooter from another department in the same county with less than 200 officers to form a team. Team scores will be a Òpaper matchÓ taken from the match 5 in the 1500, match 2 in the Conventional Pistol and the aggregate score in the other sports.

FIREARM ALLOWED - ANY CENTER FIRE PISTOL OR REVOLVER: Center-fire pistols (single shot or semi-automatic) or revolvers of .32 caliber or larger (including 7.65 mm and .45 caliber pistols and revolvers); barrel length, including cylinder, not more than 10 inches; trigger pull not less than 2 1/2 pounds, except .45 caliber semi-automatic pistols not less than 3 1/2 pounds. Sights may be adjustable but not over 10 inches apart measured from the apex of the rear sight to the apex of the front sight. Iron sights only, no optics. All standard safety features of the gun must operate properly.

 

AMMUNITIONS: Either hand loaded or factory loaded ammunition, .32 caliber or larger may be used. No high-speed or magnum ammunition will be allowed. All ammunition must be loaded for and produce sufficient velocity to pass through the target and backer. Shots that do not pass through the target and backer will be scored as misses.

 

TARGET: NRA approved B-16 (P) (25-yard slow fire); B-8 (P) (25 yard timed and rapid fire) will be used.

 

NOTE: There will be no shooting benches provided for competitors on the range. Each competitor who wishes to bring a shooting box and scope must provide their own bench.

FIREARM ALLOWED - OPEN CLASS SEMI-AUTOMATIC PISTOL: Center-fire pistols of .35 caliber or larger, including 9mm and .45 ACP caliber pistols, barrel length not to exceed 6 inches, sights may be fixed or adjustable. Front sight may not extend beyond the muzzle, maximum sight radius not more than 7-1/2 inches. Hooded or telescope sights prohibited. Sight guards may not extend rearward more than 2 inches. Trigger pull not less than 3.5 pounds single action or for those of double action capability only. No external or internal modifications may be made that would render the pistol less safe than originally designed by the manufacturer. All standard safety features of the pistol must operate properly. Each competitor is responsible for his/her firearm and any which are questionable must be submitted to the sport coordinator for a decision prior to being used in the tournament. Specifically prohibited is any system of recoil control based on compensators, barrel venting, barrel porting or weighted grips 0r grip panels.

 

AMMUNITION: Either hand loaded or factory loaded ammunition, .32-caliber revolver or .35-caliber semi-automatic pistol or larger may be used. No high-speed or magnum ammunition will be allowed. All ammunition must be loaded for and produce sufficient velocity to pass through the target and backer. Shots that do not pass through the target and the backer will be scored as misses.

 

HOLSTER: A conventional right or left-handed holster must be used. For safety reasons, shoulder, cross draw, or holsters which require releasing by inserting of finger within the trigger guard will not be allowed.

 

MATCH 1

Course of fire - Two stages of 12 shots each fired double action standing without support. First stage fired at the 7-yard line and the second stage fired at the 15-yard line, 20 seconds per stage starting with a loaded gun in the holster and including time required to reload.

 

MATCH 2

Course of fire - 6 shots kneeling, 6 shots left hand standing with support (barricade), 6 shots right hand standing with support (barricade), all fired double action. Time is 90 seconds for the entire course starting with loaded gun in holster and including time to reload. Time starts with shooter in standing position.

 

MATCH 3

Course of fire - 6 shots sitting, 6 shots prone, 6 shots left hand standing with support (barricade), 6 shots standing right hand with support (barricade), all shots will be single or double action. Time 2 minutes and 45 seconds starting with loaded gun in holster and including time to reload. Time starts with shooter in standing position.

 

MATCH 4

Course of fire - Two stages of 12 shots each fired double action, standing without support at 25 yards. Time 35 seconds for each 12 shot stage starting with loaded gun in holster and including time to reload.

 

MATCH 5

An aggregate of the following stages:

                        Stage 1 - 7 yards - 12 shots double action standing without support, 20 seconds, time starts with loaded gun in holster and includes reloading for second 6 shot string.

                        Stage 2 - 25 yards - 6 shots kneeling, double action, 6 shots standing left hand barricade, 6 shots standing right hand barricade, 90 seconds, time starts with gun in holster and includes reloading for subsequent six shot strings.

                        Stage 3 - 50 yards - 6 shots sitting, 6 shots prone, 6 shots standing left hand barricade, 6 shots standing right hand barricade, single or double action. 2 minutes and 45 seconds, time starts with loaded gun in holster and includes reloading for subsequent 6 shot strings.

                        Stage 4 - 25 yards - 6 shots standing without support, double action, 12 seconds, time starts with loaded gun in holster, no barricade support is used.

FIREARM ALLOWED - OPEN CLASS REVOLVER: A revolver chambered to fire center fire cartridges .32 caliber or larger, barrel length not to exceed 6 inches, sights may be fixed or adjustable, front sight may not extend beyond the muzzle, the maximum sight radius to be no more than 8.5 inches. Hooded or telescopic sights prohibited. Sight guards may not extend rearward more than 2 inches. If the revolver has Òsingle actionÓ capability the single action trigger pull must be at least 2.5 pounds. No external or internal modifications may be made that would render the revolver less safe than originally designed by the manufacturer. Each competitor is responsible for his firearm and any, which are questionable, should be submitted to the Sport Coordinator for decision prior to being in the tournament.

 

AMMUNITION: Either hand loaded or factory loaded ammunition, .32-caliber revolver or .35-caliber semi-automatic pistol or larger may be used. No high-speed or magnum ammunition will be allowed. All ammunition must be loaded for and produce sufficient velocity to pass through the target and backer. Shots that do not pass through the target and the backer will be scored as misses.

 

HOLSTER: A conventional right or left-handed holster must be used. For safety reasons, shoulder, cross draw, or holsters which require releasing by inserting of finger within the trigger guard will not be allowed.

 

MATCH 1

Course of fire - Two stages of 12 shots each fired double action standing without support. First stage fired at the 7-yard line and the second stage fired at the 15-yard line, 20 seconds per stage starting with a loaded gun in the holster and including time required to reload.

 

MATCH 2

Course of fire - 6 shots kneeling, 6 shots left hand standing with support (barricade), 6 shots right hand standing with support (barricade), all fired double action. Time is 90 seconds for the entire course starting with loaded gun in holster and including time to reload. Time starts with shooter in standing position.

 

MATCH 3

Course of fire - 6 shots sitting, 6 shots prone, 6 shots left hand standing with support (barricade), 6 shots standing right hand with support (barricade), all shots will be single or double action. Time 2 minutes and 45 seconds starting with loaded gun in holster and including time to reload. Time starts with shooter in standing position.

 

MATCH 4

Course of fire - Two stages of 12 shots each fired double action, standing without support at 25 yards. Time 35 seconds for each 12 shot stage starting with loaded gun in holster and including time to reload.

 

MATCH 5

An aggregate of the following stages:

                        Stage 1 - 7 yards - 12 shots double action standing without support, 20 seconds, time starts with loaded gun in holster and includes reloading for second 6 shot string.

                        Stage 2 - 25 yards - 6 shots kneeling, double action, 6 shots standing left hand barricade, 6 shots standing right hand barricade, 90 seconds, time starts with gun in holster and includes reloading for subsequent six shot strings.

                        Stage 3 - 50 yards - 6 shots sitting, 6 shots prone, 6 shots standing left hand barricade, 6 shots standing right hand barricade, single or double action. 2 minutes and 45 seconds, time starts with loaded gun in holster and includes reloading for subsequent 6 shot strings.

                        a. Trigger - Must have single and double action capability.

 

                        b. Sights - Fixed or adjustable rear sight. Adjustable front sight is not authorized. Front sights must be a ramp or post as sold by the original manufacturer of the firearm.

 

                        c. Barrel - Length not to exceed four inches.

 

HOLSTER: See PPC (1500) holster rule. (PPC holsters may be used).

FIREARM ALLOWED - SEMI-AUTOMATIC SERVICE PISTOL: Factory manufactured (catalog item) center-fire semi-automatic pistol of .35 caliber or larger, barrel length not to exceed 5 inches (replacement barrels cannot be longer than the original). Any accessories, parts and components, which are manufactured to duplicate, in materials and dimensions, the original, as offered by any of the manufacturers of the pistol, will be accepted. Open sights, from any manufacturer, are acceptable. Rear sights may be fixed or adjustable and fixed open front sights may not extend beyond the front of the slide maximum sight radius not more than 7-1/2 inches. Trigger pull not less than 3.5 pounds single action or for those of double action capability only.

 

The pistol must be equipped with standard issue or commercially procured grips/stocks of the same size and design. Finger groove and slip on grips are allowed. Stocks may be modified or changed because of the size of the competitorÕs hand. Thumb rest grips/stocks or those flared at the base are not allowed nor tape on the grips/stocks or any substance which results in a sticky surface to the grips/stocks or hand.

 

No external modifications are permitted. No internal modifications may be made that would render the pistol less safe than originally designed by the manufacturer. All safety features of the pistol must operate properly. Specifically prohibited are full-length Bo-Mar type ribs on the slide, trigger shoes, any system of recoil control based on compensators, barrel venting, barrel porting or weighted grips or grip panels.

 

Each competitor is responsible for his/her firearm and any which may be questionable should be submitted to the sport coordinator prior to the match for a decision.

 

HOLSTERS: Standard service type directional draw. For safety reasons shoulder, cross draw, or holsters, which require releasing by insertion, finger within the trigger guard will not be allowed. Holsters must completely cover the trigger. If in doubt submit holster to the sport coordinator for a decision.

 

AMMUNITION: Reloaded or factory lead, ball, jacketed soft point, semi-wad cutter, or hollow point ammunition is allowed. Ammunition must be loaded to equal the energy of factory service ammunition. Magazines will be loaded with six rounds only for this match.

 

COURSE OF FIRE: 48 rounds. All times start with loaded revolver in holster.

 

                        Stage 1 - Three yards - Double action, 6 shots one hand, from standing without support, 8 seconds.

 

                        Stage 2 - Seven yards - Double action, 12 shots from standing without support position, 20 seconds, includes loading for second 6 shot string.

SAFETY: Any competitor who conducts him/herself in an unsafe manner will be
removed from the firing line and disqualified from competition. Open bolt
indicators (OBI's) will be supplied and must be inserted in the firearm with
the safety on prior to anyone going forward of the firing line.

RULES: Unless otherwise stated herein or by Match Directors notice, the NRA
Large Bore Rifle Rules will serve as a basis to govern these matches.

COMPETITOR LIMIT: Additional relays will be added, time permitting and only
after scheduled relays are filled. Competitors should apply early.

CLASSIFICATION: NRA classifications will not be used for the rifle
competition. Scores will not be used to classify competitors for the 2001
NYLEA Games.

AWARDS: Olympic medals will be presented at an informal ceremony after
firing is completed for the day and all scores are tallied. First, second
and third place medals will be awarded as follows:
LARGE BORE;
¬ Individual - slow fire (standing & prone aggregate).
¬ Team - slow fire (combined individual scores).
¬ Individual - rapid fire (sitting & prone aggregate).
¬ Team - rapid fire (combined individual scores).
¬ Individual - three position (standing, sitting & prone aggregate).
¬ Team - three position (combined individual scores).

SNIPER RIFLE;
¬ Individual - one shot.
¬ Team - synchronized (simultaneous fire).
¬ Individual - smoker.
¬ Team - smoker (combined individual scores).

TARGETS: NRA competition type (except as noted):

Large Bore - Targets for all courses of fire will be the SR-1.

Sniper Rifle:
Single shot - Derived from the cold bore silhouette center bull.
Team synchronized - A-51 target.
Smoker - A-51 target.

SCORING: All scoring will be done on the line. You will be scoring the
target of the competitor on your left. Shooters may not score the target of
a competitor from the same team or department. Do not be intimidated if you
are not familiar with the scoring system. There will be range officers on
the line. Part of their job is to answer questions and assist with scoring.
If you need help - please ask a range officer for assistance.

Score the target, mark the number of hits in the proper column of the
scorecard (make sure the number of hits equals the "must total" listed at
the bottom of the hits column), sign the card and return it to the
appropriate competitor. It is not necessary to compute the score. The
score will be calculated by the stat officer and then recorded on the
scoreboard.

When you receive your scorecard from the scorer, confirm that the scorecard
is correct and sign it. By signing the scorecard you are agreeing with the
number of hits marked by the scorer.

If the scorer and shooter cannot agree with the value of a hit, the shooter
may challenge the score by notifying the head referee and paying a $3.00
fee. If the shooter wins the challenge the $3.00 fee will be returned. The
decision of the referee is final.

Scores will be final, thirty minutes after they are all posted on the
scoreboard. Any discrepancy must be brought to the attention of the head
referee at that time.

INSUFFICIENT, EXCESSIVE HITS & CROSSFIRES: Competitors are responsible for
being familiar with the courses of fire.
¬ Targets with insufficient hits will be scored "as is" with the
insufficient hit being scored as a miss.
¬ Except for a crossfire by another competitor, excessive hits will be
scored by the lowest value of the number of hits required for that string of
fire.
¬ Targets with excessive hits due to a crossfire from another competitor
will receive the highest value of the number of hits required for that
string of fire; UNLESS, it can be determined by the head referee that the
hits can be distinguished (e.g. caliber, bullet hole, etc.). In any case,
the shooter with insufficient hits will be marked with a miss for each
insufficient hit on his/her target. The decision of the referee is final.

TEAM ENTRY: Team entry forms will be available at the range on the day of
competition. Team entry forms must be completed and submitted prior to the
first team member firing. All team members must be from the same department
except that - a competitor from a department with less than 200 members may
team up with a competitor from another department in the same county with
less than 200 members.

FIREARMS ALLOWED:

LARGE BORE: Service rifle only. No match rifles or space guns permitted.
Refer to NRA High Power Rifle Rules 3.1, 3.1.1, 3.1.2 and 3.1.5. Generally
- U.S. Rifle, Caliber .30 M1 or caliber 7.62 mm M1 or M14, or caliber 5.56
mm M16 as issued by the U.S. Armed Forces, or the same type and caliber of
commercially manufactured rifle, without bipod or grenade launcher, having
not less than a 4 ¸ pound trigger pull, with standard-type stock, pistol
grip, handguard, and leather or web sling. The front and rear sights must
be of United States Army design. The rear sight aperture and front sight
width may vary in dimensions to suit the shooter. Telescopic sights or
those that contain corrective lenses or color filters are not permitted.

SNIPER RIFLE: Any center fire rifle commonly used by United States law
enforcement or military personnel. Competition type space rifles are not
permitted (the decision of the head referee is final). Sights may be
telescopic or metallic. Laser sights are not permitted. Triggers that
function on release are not permitted. External additions such as a bipod &
cheek pad are authorized.

POSITIONS:
Standing: Erect on both feet, no other portion of the body may touch the
ground or any supporting surface. The rifle will be supported by both hands
and one shoulder and upper arm only. The elbow or upper arm of the forward
arm may be placed against the body or rested on the hip. The sling may not
be used for support and may not be wrapped around the arm or hand.

Sitting: Weight of the body supported on the buttocks and the feet or
ankles, no other portion of the body may touch the ground. The rifle will
be supported by both hands and one shoulder only. Arms may rest on the legs
at any point above the ankles. The sling may be used for support.

Prone:
LARGE BORE: Body extended on the ground, head toward the target. The rifle
will be supported by both hands and one shoulder only. No portion of the
arms below the elbows shall rest upon the ground or any artificial support,
nor may any portion of the rifle or body rest against any artificial
support. The sling may be used for support. The magazine may not compress
the coat or arm to the ground so as to provide artificial support.
SNIPER RIFLE: Body extended on the ground, head toward the target. The
rifle may be supported by a bipod, rucksack, shooting roll, rear bag, or any other artificial support commonly carried when deployed as a police sniper.

EQUIPMENT:
LARGE BORE- Competitors are encouraged to use a spotting scope or binoculars(during slow fire). The use of a shooting coat, shooting glove and shooting mat is permitted.
SNIPER RIFLE- All gear and equipment will be carried by the competitor to and from the firing point during specific stages of the match. It will be the competitors responsibility to start and finish each match with all gear and equipment. Any gear or equipment left behind will result in the competitors disqualification from that match.

COURSE OF FIRE: Competitors are responsible for knowing the courses of fire.
Courses of fire will be reviewed prior to firing. Any questions (courses of
fire, rules, etc.) must be addressed prior to firing. If you need help,
please ask a range officer.

LARGE BORE

Match 1 - 100 yards - 20 record shots standing in 23 minutes; 10 shots per
record bull (SR-1 target); time to include unlimited sighting shots on the
sighting bull.

Match 2 -
Stage A - 100 yards - 10 record shots sitting in 70 seconds, fired on the
top record bull (SR-1 target). Shooters must fire 2 shots, change magazines
and then fire 8 shots, all within the time limit. The competitor is to be
standing when the commence fire order is given. Shooters will be given 3
minutes to fire unlimited sighting shots prior to firing record shots.

Stage B - 100 yards - 10 record shots sitting in 70 seconds, fired on the
bottom record bull (SR-1 target). Shooters must fire 2 shots, change
magazines and then fire 8 shots, all within the time limit. The competitor
is to be standing when the commence fire order is given. There will be no
sighting shots for this stage of fire.

Match 3 -
Stage A - 100 yards - 10 record prone in 70 seconds fired on the top record
bull (SR-1 target). Shooters must fire 2 shots, change magazines and then
fire 8 shots, all within the time limit. The competitor is to be standing
when the commence fire order is given. Shooters will be given 3 minutes to
fire unlimited sighting shots prior to firing record shots.

Stage B - 100 yards - 10 record prone in 70 seconds fired on the top record
bull (SR-1 target). Shooters must fire 2 shots, change magazines and then
fire 8 shots, all within the time limit. The competitor is to be standing
when the commence fire order is given. There will be no sighting shots for
this stage of fire.

Match 4 -
Stage A - 100 yards - 20 record shots prone in 23 minutes; 10 shots per
record bull (SR-1 target); time to include unlimited sighting shots on the
sighting bull.

SNIPER RIFLE

Match 1 - 100yards - one shot in 45 seconds on record bull derived from the
Cold bore silhouette center bull. No sighting shots - No practice shots.
Any competitor observed firing the sniper rifle on the day of this event,
prior to the first relay of the sniper rifle competition will be disqualified. Shooters will begin at an established point behind the firing line with all equipment and rifle. Firearms will be carried with the bolt open and magazines removed or empty. Once the commence fire command is given, shooters will advance to their firing point, get into position, load 1 round and fire.  

Match 2 -
Stage A - 100 yards - 6 shots fired in 5 minutes; one shot on each record
bull (A-51 target). Shooters will begin at an established point behind the firing line with all equipment and rifle. Firearms will be carried with the bolt open and magazines removed or empty. Once the commence fire command is given, shooters will advance to their firing point, get into position, load three rounds and fire. After the third round, the bolt is to remain open and the weapon is to remain on the firing line. The shooter will then return to the starting point, retrieve a number that corresponds to their firing point and then return to the firing line. The competitor will assume a sitting position, load and fire the remaining 3 rounds.

Stage B - This stage will be similar to stage A, but fired in 3 minutes and consist of the last 3 rounds fired from the weak side prone position.

Match 3 - 100 yards - Team Synchronized (simultaneous fire) - total of 12
shots (6 shots per team member); fired on a five count; one shot per bull
(A-51 target). Two A-51 targets will be posted on each backer in a
universal manner determined by the head referee. Both team members will
occupy the same firing point and will fire simultaneously at the end of each
five count.
